If you plan to stay in Portugal for a couple of days, it makes sense to purchase a Portuguese prepaid data volume SIM card. Compared to other countries in Europe, data volume is relatively inexpensive, and you won't need a fixed plan.

Where to buy:
You have the choice between two different providers: NOS and Vodafone.pt.

NOS prepaid data plans

Simply use google to find the nearest NOS or Vodafone.pt store. You can purchase the prepaid SIM with cash or card without the need for proof of identity.

How to recharge:
You can recharge your prepaid plan at any Vodafone.pt/NOS store or by creating an online account on the website. Please note that you cannot use Multibanco (Portuguese ATM) to recharge your plan, if you don't have a Portuguese bank account.

Recommendation:
Considering that the Vodafone.pt network is better than the NOS network, I recommend purchasing the Vodafone Go Total 15 or 30 dias with unlimited data for 20EUR / 35EUR.
